Adverse Weather Conditions Guidelines

Schools generally close due to inclement weather because of the number of vehicles being driven by inexperienced, teenage drivers and the inability of buses to drive safely on back roads that have had inadequate snow removal or salt treatment.  Businesses, without these concerns, do not close nearly as often.  The SOESC is more similar to businesses than schools in these regards.  However, some individuals do not feel comfortable driving on snowy and icy roads.  The following guidelines should help each employee know what is expected in the case of inclement weather.

1) If there is a countywide level 2 snow emergency in Clinton County, the SOESC offices in Wilmington and Hillsboro will be closed.  If the roads are impassible in New Market the New Market Office (Region 14-Hopewell Center) will close. There will be no requirement to make up a missed day of work for employees who are assigned to work in one of the offices, if closed.  
2) Employees who work exclusively in a district will be expected to follow that district’s policy for school closings (i.e. if employees are expected to report, the SOESC employee should report).  If make-up days are required, the employee would work those make-up days.  
3) Employees who are shared by two or more districts should follow the policy of the district, including delays or early closures, that he/she would be scheduled to attend on the day of the inclement weather (unless #4 or #5 apply).   
4) Employees who work part-time in the ESC/Region 14 offices (i.e. four days he/she is in the schools, and one day a week he/she is in the office) should spend that day in the office (if open) when their district is closed.  
5) If an employee is scheduled to provide service in District A, which is closed, but District B (another one of the employee’s schools or home visit location) is open, the employee should work in District B, if at all logical (if there is work that could be done) or spend the day at the office (if open).
6) If there is not a level 2 county-wide snow emergency in Clinton County but road conditions are poor, employees who report to the Wilmington or Hillsboro offices can use their own discretion if Wilmington City Schools are closed or delayed (for the Wilmington office) or Hillsboro City Schools are closed or delayed (for the Hillsboro office), and choose one of the following:
A. Report up to one hour later than normal;
B. Take a personal day;
C. Take a vacation day (if available in the employee’s contract);
D. Make up the time at a later date; or
E. Take an unpaid day.
Prior permission is not necessary for any of these options.  

All employees are responsible for notifying appropriate persons in advance if appointments or meetings are canceled due to closings or delays.

There will be no phone chain or radio announcements for SOESC closings.  The SOESC website will list closings for ESC office staff in Wilmington and Hillsboro, and will list cancellations and delays of ESC activities.  For SOESC closings, cancellations, and delays, check the SOESC website (right hand side) for SOESC Closings and Delays, or check the Clinton County Sheriff’s Office website to determine if there is a Level 2 Snow Emergency in Clinton County.  In addition, employees who subscribe to Ohio Alerts will be sent a text message or an e-mail
